On December 16, leaders in the U.S. House of Representatives and Senate unveiled details of an agreement to fund all federal agencies in Fiscal Year (FY) 2020—an important step given the uncertainty that has characterized the FY 2020 funding cycle, which began October 1, 2019.
The agreement includes two legislative packages encompassing all 12 Fiscal Year 2020 spending bills. One of the packages, H.R. 1865, includes the Labor, Health and Human Services and Education Appropriations bill, which funds the National Institutes of Health, National Center for Health Statistics, Bureau of Labor Statistics, and Institute of Education Sciences. The other package, H.R.1158, includes the Commerce, Justice, Science Appropriations bill, which funds the National Science Foundation and Census Bureau. Below is a table summarizing these agencies’ funding levels. It is worth noting that all of PAA’s priority federal agencies received an increase over the President’s proposed FY 2020 budget.

The House of Representatives is expected to vote and pass the packages on December 17. The Senate will hold a vote later this week before the federal government’s current funding authority expires on December 20. The President has indicated he will sign the bills into law. Fiscal Year 2021 appropriations deliberations will commence when the President sends Congress his proposed budget the first week of February 2020.
