In mainstream economic theory, unemployment and underemployment on a vast scale are regarded as a primary cause of poverty. Drawing primarily on NSS reports, this book examines the recent trends of unemployment and poverty, analyzing the association between them. A widely accepted view, supported by ILO reports, is that the poor are too poor to remain unemployed. This analysis, however, reveals that poverty is more widespread than unemployment, particularly in Karnataka State, where unemployment and underemployment have only slightly deteriorated over the period of a decade.
