On August 27, in a joint memo issued by the Directors of the Office of Management and Budget and Office of Science and Technology Policy, the White House announced its research and development (R&D) priorities for Fiscal Year (FY) 2023. Specifically, the memo outlines scientific priorities that the Biden Administration expects federal agencies to address in their proposed Fiscal Year 2023 budget submissions.
The R&D priorities that agencies are expected to invest in are “science, technology, engineering, and mathematics (STEM) education and engagement; STEM workforce development; technology transfer and commercialization; and research infrastructure, with emphasis on Historically Black Colleges and Universities, other Minority Serving Institutions, and disadvantaged communities who have been historically underserved, marginalized, and adversely affected by persistent poverty and inequality.” In addition, the memorandum encourages agencies to support trans-agency R&D activities, including pandemic readiness and prevention, climate change, emerging technologies, and national security and economic resilience. The document encourages agencies to support the social sciences and to integrate them in their plans.
Currently, federal agencies are currently preparing their FY 2023 budget submissions, which will be officially unveiled to the public when President Biden delivers his proposed budget to Congress in February 2022.
