RAND invites you to submit survey questions to one or both of our new probability-based survey panels: the American Youth Panel and the American Parent Panel. The cost is $3,000 for each simple question, with a minimum of 2 questions.
We will field the omnibus surveys in October 2025. You can pose questions to only parents, or to both teenagers and parents. Following data collection, you will receive a data file with 1,000 completed responses survey weights, and a set of demographic variables. We will also provide you a codebook and technical documentation including details on completion rates and field dates.

Guidelines for questions. All omnibus questions must be simple and take 20 seconds or less to answer. They must be written at the 7th grade reading level for youth and the 10th grade reading level for adults. Questions with select all that apply can have no more than 10 response options. No open ended questions are allowed on our omnibus.
Additionally, questions for omnibus surveys need to be on non-sensitive topics only. This means questions about personal health conditions, substance use, sexual activity, criminal activity, or other illegal behaviors are off-limits. Timeline:
- September 15: First draft of proposed question(s) due to RAND for review
- September 22: Final questions due
- October: Omnibus survey is fielded
- December: You receive data package
For an additional cost we can provide geocodes and National Center for Education Statistics school IDs for those youth enrolled in school. However, this is contingent on an approved IRB application and executed data use agreement. These requests will take longer.
